The fragmentation of health services is a major cause of low performance of health services, and can generate by itself or together with other factors, difficulties in access to services, delivery of services to low technical quality, irrational and inefficient use of available resources, an unnecessary increase in production costs, and low user satisfaction with the services received.

In response to the challenge of the fragmentation of health services PAHO / WHO has developed the "Network for Integrated Health Services (RISS): Concepts, Policy Options and roadmap for its implementation in the Americas".

The paper proposes a conceptual and operational framework for understanding the RISS, points out its benefits in terms of overall performance of the health system, points out policy options and institutional mechanisms in order to develop them, and proposes a "road map" for implementing them in countries of the Americas. Will be revised and improved in the Regional Consultation on RISS.

The Brazilian Ministry of Health, the Health Secretariat of Minas Gerais, Brazil; the Municipal Secretariat of Health of Belo Horizonte, Brazil; and PAHO / WHO are co-sponsoring the Regional Consultation on the initiative of Integrated Networks of Health Services.

	The World Health Report 2008 critically assesses the way health care is organized, financed, and delivered in rich and poor countries around the world. The report, titled Primary Health Care – Now More than Ever, calls for a return to primary health care, a holistic approach to health care formally launched 30 years ago during the Alma-Ata International Conference held in 1978. In calling for a return to primary health care, WHO argues that its values, principles and approaches are more relevant now than ever before.
	Share and exchange Are you aware of any policies, procedures, standards, guidelines or other tools related to health systems and services management that have been developed in your area that others might find useful? To share items that have been developed and tested, and that may be useful for application in other localities.
	Virtual Campus of Public Health: was created within the context of the "Public Health in the Americas" Initiative as a response to the need for strengthening institutional capacities and the competences of health workers responsible for performing the essential public health functions in the countries of the Region. The courses offered by the Campus are defined according to the political orientations, mandates, and strategic objectives of the Pan American Health Organization established by its Member States, such as the Health Agenda for the Americas 2008–2017.

Health Systems based on Primary Health Care - Strategies for the development of PHC teams - this document is the product of the "Second International Seminar of Primary Health Care - Family Health" held in Fortaleza, Brazil in September 2006 , Where a group of experts discuss the competences of multidisciplinary teams of APS, which contemplate the following objectives:
- Present the progress in the development of the Regional Initiative to strengthen the competencies of teams Primary Health Care (PHC).
- Analyze the proposal of the core competencies of PHC teams.
- To establish the basis for the development of a project to strengthen the capacities of PHC teams
- Define specific strategies for implementation in the Americas.

“The Andean Center of Human Resources for Health" - is a space for consultation, exchange and learning together to facilitate the development of human resources for health in the countries of the Andean subregion. We are a flexible and dynamic network, which offers information and share strategic knowledge and experience for solving problems of health and human resources in each country.
