| Regional Consultation on the initiative of PAHO / WHO Integrated Networks of Health Services - 17 - Nov. 19, 2008, Belo Horizonte, Brazil. The fragmentation of health services is a major cause of low performance of health services, and can generate by itself or together with other factors, difficulties in access to services, delivery of services to low technical quality, irrational and inefficient use of available resources, an unnecessary increase in production costs, and low user satisfaction with the services received. In response to the challenge of the fragmentation of health services PAHO / WHO has developed the "Network for Integrated Health Services (RISS): Concepts, Policy Options and roadmap for its implementation in the Americas". The paper proposes a conceptual and operational framework for understanding the RISS, points out its benefits in terms of overall performance of the health system, points out policy options and institutional mechanisms in order to develop them, and proposes a "road map" for implementing them in countries of the Americas. Will be revised and improved in the Regional Consultation on RISS. The Brazilian Ministry of Health, the Health Secretariat of Minas Gerais, Brazil; the Municipal Secretariat of Health of Belo Horizonte, Brazil; and PAHO / WHO are co-sponsoring the Regional Consultation on the initiative of Integrated Networks of Health Services.   | The World Health Report 2008 critically assesses the way health care is organized, financed, and delivered in rich and poor countries around the world. The report, titled Primary Health Care – Now More than Ever, calls for a return to primary health care, a holistic approach to health care formally launched 30 years ago during the Alma-Ata International Conference held in 1978.
